Several commercial cake and bread mixes are now under the FDA’s highest recall classification, raising concerns for consumers with milk allergies. The products, distributed nationwide, were initially recalled in late December but have since been escalated to a Class I designation. That category signals the agency believes there is a reasonable probability the product could cause serious adverse health consequences or death.

According to the FDA’s Enforcement Report, the recall involves 866 total bags produced by Dallas-based B.C. Williams Bakery Service. The affected products include Spice Cake Mix, Bread and Roll Mix, and Swiss Chocolate Cake Mix, all packaged in 50-pound multi-wall, moisture-proof bags.

FDA elevated the recall due to the presence of an undeclared milk allergen. The agency reserves a Class I designation for the most serious food safety situations.

Which Products are Affected

The recall covers three specific bulk products. According to the FDA listing, 51 bags of Spice Cake Mix from Batch 221 are included. In addition, 720 bags of Bread and Roll Mix from multiple lot numbers are affected, along with 95 bags of Swiss Chocolate Cake Mix tied to two separate lots.

All products were distributed nationwide and remain under an ongoing recall status. The recall was voluntarily initiated by the company on December 23, 2025, and no termination date has been posted.

According to FOX Business, it was not immediately clear whether any illnesses had been reported. The company did not respond to the outlet’s request for comment at the time of publication.

Why an Undeclared Milk Allergen is Serious

Milk is one of the nine major food allergens identified under federal law. The FDA explains that food allergies occur when the immune system reacts to specific proteins in food, and reactions can escalate quickly in sensitive individuals.

Symptoms may include hives, vomiting, swelling of the face or throat, difficulty breathing, or anaphylaxis, which is a life-threatening allergic reaction. Because reactions can occur within minutes to hours after consumption, accurate labeling is critical for people who rely on ingredient lists to avoid exposure.

Under federal labeling rules, major allergens must be clearly declared either within the ingredient list or in a separate “Contains” statement. When a product contains an undeclared allergen, the FDA considers it misbranded and subject to enforcement action, including recall.

What a Class I Recall Means for Consumers

The FDA defines a Class I recall as a situation in which there is a reasonable probability that use of or exposure to a product will cause serious adverse health consequences or death. That classification does not mean injuries have occurred, but it reflects the potential severity of risk.

The agency closely monitors undeclared allergens, with milk being the most common cause of recalls related to them. Bakery products frequently appear in these recall reports.

Consumers who have purchased the recalled products or who operate food-service businesses using bulk mixes are advised to check batch and lot numbers against the FDA’s listing. Anyone experiencing symptoms of an allergic reaction should seek medical care immediately, as outlined in FDA guidance.
